Dr. Assem El-Gazzar was officially elected Deputy Speaker of Egypt’s House of Representatives for the third legislative term in 2026, following a long career marked by extensive experience in urban planning, sustainable development and public administration.
El-Gazzar has held a wide range of senior leadership and advisory positions within the Egyptian state. He currently serves as Chairman of the Board of the General Organization for Physical Planning and heads the Technical Secretariat of the Supreme Council for Planning and Urban Development. He is also a member of the ministerial committee for the development of the Suez Canal Axis and sits on the boards of several key institutions, including the National Investment Asset Management Company, the Housing and Development Bank, the General Authority for the Northwest Gulf of Suez Economic Zone, the National Organization for Urban Harmony, the Egyptian Tourism Development Authority, the Greater Cairo Transport Regulatory Authority, the National Council for State Land Use Planning, the National Housing and Building Research Center, the Saudi Egyptian Company, the Risk Reduction Center at Cairo University, and the National Authority for Remote Sensing.
In addition, El-Gazzar has been an active member of numerous national and strategic committees. These include committees responsible for planning and implementing the national one-million-feddan land reclamation project, evaluating groundwater resources, managing chemicals and hazardous waste, overseeing leadership within the Ministry of Housing, monitoring the implementation of the Building Law, and developing the Maspero Triangle area. He has also played key roles in the permanent committee for drafting and amending construction and housing legislation, served as rapporteur of the committee reviewing Building Law No. 119 of 2008, chaired the committee for evaluating and accrediting engineering and consultancy offices, and participated in national planning committees, including the preparation of Egypt’s five-year development plan up to 2022 and the national report for the Habitat III Conference.
Academically, Dr. El-Gazzar earned his PhD in Strategic Environmental Assessment from Cairo University in 2006. He also holds a master’s degree in Urban Design obtained in 1996 and a bachelor’s degree in Regional and Urban Planning from Cairo University, awarded in 1990 with distinction, ranking second in his graduating class. In addition, he has received numerous international professional certifications in protected area planning, eco-tourism, environmental impact assessment and environmental monitoring from institutions in the United States, Australia, the United Kingdom and Saudi Arabia.
His election as Deputy Speaker reflects a career combining technical expertise, policy involvement and long-standing engagement in national planning and development frameworks.
