Arab League Tackles Disability Inclusion in Cairo

The General Secretariat of the League of Arab States, through its Department of Development and Social Policies, has convened the second technical workshop for joint learning and expertise exchange regarding the inclusion of persons with disabilities.

Held in Cairo on May 10, 2026, the summit underscores the Arab League’s unwavering commitment to human rights and its strengthening partnership with the United Nations. Co-chaired by the United Nations Development Programme (UNDP), the event brought together specialized UN agencies, the President of the International Disability Alliance, and the Director of the Arab Organization of Persons with Disabilities.

Driving the Second Arab Decade for Disability

The primary focus of the workshop was the implementation of the "Second Arab Decade for Persons with Disabilities 2023–2032." This regional framework, endorsed by the Arab Summit, aligns with the international UN Convention on the Rights of Persons with Disabilities and the 2030 Agenda for Sustainable Development.

By maximizing cooperation between Arab governments and UN national offices, the initiative aims to create a tangible positive impact on the daily lives of millions, ensuring their full and seamless integration into society.

Highlighting Regional Innovations

Participants lauded several qualitative initiatives introduced under the Arab Decade framework, including:

The Arab Classification for Disability: A unified system to better identify and serve specific needs.

Independent Living Initiative: Focused on autonomy and self-sufficiency.

Emergency Response Plan: A framework to protect the rights of persons with disabilities during pandemics and regional crises.

Spotlighting Egypt’s Leading Model

A significant portion of the meeting was dedicated to reviewing national success stories, specifically from Egypt. Dr. Iman Karim, President of Egypt’s National Council for Persons with Disabilities, and Zeina Tawakkol, Executive Director of the "Qaderoon Bekhetelaf" (Differently Abled) Fund, presented the Egyptian experience.

Representatives from the Egyptian Ministry of Social Solidarity also shared insights, positioning the Egyptian model as a pioneering blueprint for other Arab nations to emulate. The workshop concluded with a call for expanded regional collaboration to turn policy frameworks into inclusive social realities.
