Mr. Amre Moussa, former Secretary-General of the League of Arab States and former Foreign Minister of Egypt, returned to Cairo last night following his participation in the 17th edition of the MEDays Forum, held annually by the Amadeus Center under the chairmanship of Mr. Brahim Fassi Fihri in the city of Tangier, Morocco. The forum is considered one of the most prominent international platforms that brings together heads of state and government, ministers, diplomats, and international experts to discuss global transformations. This year’s edition was held under the title: “Fractures and Polarization: Reinventing the Global Equation.”

On the sidelines of the forum, Mr. Moussa held a series of meetings with several politicians, diplomats, and heads of state and government participating in the event, during which he discussed with them the developments of the regional and international situation, Middle Eastern issues, and the challenges facing the global system. Moussa also took part in several panel discussions addressing the global situation and the Middle East.

Moussa participated in a session titled:

“The conflict & the battle to redefine the regional order: What new Middle East?”

which was held in Tangier on 29 November 2025.

In his intervention during the session, Moussa began by extending his greetings to His Majesty King Mohammed VI for his message addressed to “the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People” on the occasion of the “International Day of Solidarity with the Palestinian People.” He stressed that the royal message sets out three fundamental parameters upon which any international effort to achieve a just and lasting peace must be based.

The first is preserving the political and administrative unity of the West Bank and the Gaza Strip under the supervision of the Palestinian National Authority, considering them as an integral part of the aspired Palestinian state with East Jerusalem as its capital.

The second is supporting the Palestinian Authority politically, administratively, and financially.

The third is supporting the Palestinian economy by lifting the restrictions imposed on the movement of goods, money, and people.

Moussa added that these parameters are not only Moroccan, but Arab, regional, and international as well, noting that we may be facing a “new window” emerging from between the lines of U.S. President Donald Trump’s initiative, which includes twenty points. He said that the responsibility placed on Arab diplomats is to work on providing interpretations and readings that serve the goal of achieving a just and lasting peace, instead of twisting words and terminology in favor of the Israeli side. He explained that the region now has an opportunity that should be seized by establishing an independent Palestinian state, which is the key to stability and peace in the Middle East and the world — for a world free of occupation, suffering, and the deprivation of rights.

Moussa affirmed that we need a new generation with new thinking and renewed legitimacy to lead the next phase toward a genuine peace, considering that the current Israeli government is incapable of achieving peace. He predicted that the Israeli elections scheduled for 2026 will witness a fundamental change that will lead to a government completely different from the current one.

In conclusion, Moussa called for holding the long-delayed Palestinian elections across all Palestinian territories and constituencies, simultaneously with the Israeli elections, in order to elect a new Palestinian leadership endowed with renewed legitimacy and the popular support necessary to work toward a just and lasting peace.
