Two people were killed and nine others, including three children, were injured when they were run over by a pick-up truck in the small town of Amke, Quebec, according to police.
Quebec police spokeswoman Helen Saint-Pierre told AFP that a 38-year-old man was arrested.
She added that an investigation is underway to determine the circumstances of the tragedy.
However, she noted, "everything indicates that this is an isolated act. there is no more danger in the area, and there is only one suspect."
It is noteworthy that the tragedy occurred shortly after 15:00 (19:00 GMT) in the city center of Amke, which is inhabited by just over 6,000 people, and is located northeast of Quebec City.
Eyewitnesses told local media that the pick-up truck hit a number of people on a sidewalk, before it continued traveling for about 500 meters and ran over other people.
