A recent report has revealed that attacks on humanitarian aid convoys in Sudan have resulted in the deaths of at least 10 aid workers, injuries to more than 11 others, and the destruction or burning of at least 20 trucks. Some convoys were reportedly looted entirely between April 2023 and February 2026.
The report, released by the human rights group Emergency Lawyers, documented a sharp increase in deliberate targeting of humanitarian operations, citing over 15 confirmed convoy attacks alongside dozens of incidents involving looted or destroyed warehouses and logistical facilities.
According to the report, these violations are not random but represent a systematic pattern that undermines international humanitarian law and limits the effectiveness of relief operations. The use of drones in 2025 and 2026 was noted, signaling a significant escalation in the nature of the attacks.
More than 50 World Food Programme warehouses were reportedly looted or attacked, alongside 87 humanitarian offices that were seized or destroyed. Other international organizations’ facilities were also targeted, resulting in the loss of critical food and medical supplies and severely impacting aid delivery.
The report highlighted that attacks on humanitarian work occur through multiple methods, including direct assaults, looting of supplies, targeting of aid workers, criminalization of humanitarian efforts, and administrative or security restrictions. It also noted efforts to politicize aid, undermining the neutrality of convoys and using humanitarian assistance to strengthen control over contested areas.
Emergency Lawyers warned that these acts constitute serious violations of international humanitarian law and, in cases targeting aid or using starvation as a weapon, may amount to war crimes.
The report emphasized that the repeated, systematic nature of these attacks, supported by digital evidence, further deepens the humanitarian crisis and calls for urgent measures to ensure accountability, protect aid workers, and guarantee unimpeded delivery of assistance to civilians.
