US Congress Approves DHS Funding, Ends Shutdown

The US Congress has passed a funding bill to restore operations across most agencies within the Department of Homeland Security (DHS), ending the department’s longest partial shutdown on record after 76 days.

The legislation, approved by the US House of Representatives, follows earlier passage in the US Senate and is expected to be swiftly signed into law by President Donald Trump.

The funding package covers key agencies including the US Coast Guard, Transportation Security Administration (TSA), US Secret Service, Federal Emergency Management Agency (FEMA), and the Cybersecurity and Infrastructure Security Agency. Funding will run through the end of the fiscal year.

However, disputes remain over immigration enforcement bodies such as Immigration and Customs Enforcement (ICE) and US Border Patrol, which are set to be addressed in a separate bill.

The vote highlights sharp political divisions, with Democrats criticizing the lack of immigration policy constraints, while Republicans pushed for full and unconditional funding. The issue is expected to remain central ahead of midterm elections.

The shutdown disrupted operations across DHS, with thousands of employees working unpaid for weeks. More than 1,100 staff reportedly resigned from transportation security roles, while preparations for major international events, including the FIFA World Cup, were affected.
