Ukrainian Diplomatic Experts Visit Cairo to Strengthen Bilateral Ties

Cairo hosted a high-level Ukrainian delegation from the Foreign Policy Council “Ukrainian Prism” from November 5 to 6, 2025, in a significant step to deepen ties between Ukraine and Egypt. 

The delegation was led by Dr. Hehen Shilest, Director of Security Programs and Global Engagement, and Dr. Ihor Semivolus, Director of the Kyiv-based Middle East Studies Centre, as part of Ukraine’s “New Global Partnerships” initiative aimed at expanding collaboration between Ukrainian think tanks and international counterparts.

The visit, strongly supported by the Ukrainian Embassy in Egypt, included a roundtable at the embassy in cooperation with the SHAF Centre for Future Studies and Conflict Analysis. The discussion focused on “Prospects for Developing Ukraine-Egypt Relations amid Current Regional and Global Transformations.”

Attendees included Ukraine’s Ambassador to Egypt, Mr. Mykola Nahorny, Dr. Mohamed Al-Arabi, former Egyptian Foreign Minister and SHAF Centre President, members of the Egyptian Parliament, and experts from research, academic, and media institutions.

Participants explored multiple dimensions of Ukraine-Egypt bilateral relations, the ongoing impact of Russian aggression on Ukraine, and Kyiv’s political and diplomatic efforts to achieve a just, comprehensive, and sustainable peace. Regional security challenges, global geopolitical shifts, and their implications for international and regional stability were also examined, with particular emphasis on food security and the global economy.

The programme featured the opening of a photographic exhibition showcasing Ukraine’s UNESCO World Heritage sites, highlighting the country’s rich cultural and historical diversity, and documenting the severe damage inflicted on several sites by Russian missile and drone attacks.

The delegation also visited several Egyptian research centres affiliated with the AREE, including the Egyptian Centre for Strategic Studies, the Egyptian Council for Foreign Affairs, the National Research Centre, and the Al-Khabbour Research Centre.

The visit concluded with the signing of two memoranda of understanding to enhance research and scientific cooperation. The first agreement was between the Ukrainian Prism Foreign Policy Council and SHAF Centre, and the second between the Ukrainian Middle East Studies Centre and Egypt’s National Research Centre.
