The Third Roadmap for the Salvation of Iran and the Middle East

Mansour Rakhshani

In a climate where the Velayat-e Faqih (Guardianship of the Jurist) regime finds itself under immense pressure—following the long-delayed activation of the snapback and the terrorist designation of the IRGC by the international community, the slaughter of hundreds of thousands by Khamenei and the Revolutionary Guard, and Khamenei’s strategic blunders in domestic suppression and regional warmongering—the 40-year Western policy of appeasement has finally culminated in war.

This occurred despite the backing of appeasement policies and Khamenei’s own insistence that "there will be no war." Khamenei has now been buried in the historical grave of Khomeini and the dictatorial Shah. It was Khamenei’s crown prince, "Mojtaba," who—through the control and engineering of the "Assembly of Experts" (much like the Ahmadinejad era)—was suspiciously introduced by the IRGC as the hereditary Supreme Leader. Today, despite the paradox of war and its vast propaganda maneuvers, the regime sits at its weakest historical point. Yet, amidst this, a prominent historical truth shines clearer than ever: the train of the mullahs' overthrow will not stop at the crossroads of choosing between appeasement and foreign war. There exists a true, historical, sustainable, and powerful "Third Option" that tangibly guarantees peace, freedom, and security in Iran and the world!

The Historical Roots of the Third Option

The Third Option is not a new phenomenon; it is rooted in the 120-year struggle of the Iranian people for constitutionalism and national sovereignty. This journey spans from the Constitutional Revolution (1906), where the people fought to limit the absolute power of the Shah and establish a parliament and the rule of law, through the dictatorships of Reza Shah and Mohammad Reza Shah, during which the democratic parliament and government—the very soul of the revolution—were hollowed out. Reza Shah via the 1921 coup and Mohammad Reza Shah via the 1953 coup transformed the parliament and government into personal instruments of power, suppressing every dissenting voice through the SAVAK. Great uprisings in Tehran, Tabriz, Gilan, Khorasan, and Lorestan were drenched in blood; dissidents were executed, and ethnic groups (Baluchis, Kurds, Arabs, etc.) faced policies of forced displacement and discrimination. The people bled for national sovereignty, justice, and liberty, but the Pahlavi dictatorship usurped these ideals.

Following the 1979 Revolution, Khomeini exploited religious sentiments to reproduce that same tyranny under the guise of the Velayat-e Faqih, backed by colonial powers. He stained the nature of the people’s anti-monarchical revolution with blood by firing upon a demonstration of 500,000 people on June 20, 1981. Immediately thereafter, an organized and democratic resistance—by establishing the National Council of Resistance of Iran (NCRI) as a parliament-in-exile—began the movement toward the Third Option: "Neither a return to monarchy, nor the continuation of religious dictatorship and appeasement, but a democratic and secular republic based on the free vote of the people."

The Principles and Framework of the Third Option

The NCRI’s 10-Point Plan serves as the backbone of this roadmap. This plan is not a mere slogan, but a practical and actionable path for transitioning from religious fascism to a democratic republic:

"A democratic and secular republic with the complete separation of religion and state; gender equality and women’s rights; cultural autonomy for ethnic groups within the framework of Iran’s territorial integrity; the dissolution of the IRGC, the Quds Force, the Basij, and all repressive apparatuses; a non-nuclear and peaceful Iran; freedom of expression, parties, the press, and the internet; the prohibition of torture and the death penalty; and seeking justice for the victims of the 1988 massacre."

The Battle of Destiny and Historical Experience

Following the brutal suppression of defenseless citizens on June 20, 1981, which ended the regime’s relative legitimacy and marked the start of the war against the mullahs' state terrorism, the NCRI emerged as a democratic alternative. From the Council’s 2002 exposure of the regime’s secret nuclear program to the leadership of the uprisings in 2017, 2019, 2022, and January 2026, Maryam Rajavi—at the helm of the sole democratic alternative for the Iranian people—has repeatedly stated: "The solution for Iran lies neither in appeasement nor in war, but in the Third Option: regime change achieved through the people and the organized resistance."

Historical experience shows that both the policies of appeasement and war only embolden the regime to further suppress the Iranian people and fuel regional conflict. It is only the democratic resistance of the Iranian people that can collapse the regime from within, relying on the society’s massive explosive potential and the unity of ethnic groups under the banner of "Neither Shah, nor Sheikh."

Global Support and Seizing the Historical Opportunity

Today, the Third Option enjoys widespread support—from the Iranian people in the form of successive bloody uprisings and the welcome of "Resistance Units" striking the regime’s decaying body under absolute repression, to the vast international backing of thousands of parliamentarians, over 120 top-tier global political and social figures, numerous high-ranking Iranian experts, and 182 Nobel laureates. This widespread endorsement proves that global public opinion has accepted this reality.

It can now be said that the Third Option is no longer just a choice; it is a historical, political, and social necessity—the only path to saving Iran and ensuring stability in the region and the world. The time has come for the West, rather than repeating past mistakes, to recognize this roadmap and support the legitimate struggle of the Iranian people. Through unity and organized resistance, the people of Iran will write their own destiny. This is the only thing that will bring an end to the Middle East crisis. In this specific historical moment, it is essential for the international community to recognize regime change through the Iranian people and their resistance. The primary mission of the NCRI’s announced six-month provisional government is to hold free and fair elections for a Constituent Assembly, which will be responsible for drafting the future constitution.
