Stability, Local Security Key to Gaza’s Future, Says Palestinian Civil Society Member

Rateeba Al-Natsheh, a member of the Palestinian Civil Society Commission, said that any discussion about Gaza’s future after the war cannot take place without first ensuring a minimum level of security stability.

Speaking to Alqahera News, Al-Natsheh stressed that the presence of local security forces within the Strip is essential to prevent chaos and crime, as well as to ensure the success of humanitarian and relief efforts.

She noted that the recent agreement does not call for the removal of Hamas from Gaza. Instead, the movement had expressed, earlier this year, its willingness to refrain from assuming any governing role temporarily and had also given preliminary approval to suspend armed activities as part of a broader political vision for the next phase.

Al-Natsheh added that restructuring the Palestinian political scene is already underway, as both the Palestine Liberation Organization (PLO) and the Palestinian Authority have begun implementing administrative reforms. These include drafting a temporary constitution and introducing measures to strengthen good governance in line with the requirements of supporting nations. Preparations are also being made for new elections to the Palestinian National Council, expected to include all Palestinians — including those in Gaza — once conditions stabilize and the recovery phase begins.

Regarding reconstruction, Al-Natsheh said that a multi-phase plan has been agreed upon, starting with urgent humanitarian intervention to provide food and medicine, followed by improving living conditions and offering psychological support. The plan will then move into the stage of full-scale reconstruction.

She pointed out that major international organizations have shown readiness to take part in the process in coordination with the Palestinian government and relevant ministries. Al-Natsheh emphasized that the UN Relief and Works Agency (UNRWA) will remain an indispensable partner in these efforts, given its extensive experience and detailed database on Gaza’s residents and their needs.
