China's Communist Party Concludes Third Plenary Session: Key Decisions and Resolutions Announced

The 20th Central Committee of the Communist Party of China (CPC) concluded its third plenary session in Beijing today, issuing a comprehensive communique that outlines key decisions, achievements, and future plans aimed at advancing Chinese modernization through deepened reforms.

The session saw the participation of 199 Central Committee members and 165 alternate members, with non-voting attendees including members of the Standing Committee of the Central Commission for Discipline Inspection, leading officials from relevant departments, primary level colleagues, and experts and scholars who were delegates to the 20th National Party Congress. The meeting was presided over by the Political Bureau of the Central Committee, with General Secretary Xi Jinping delivering important addresses.

A significant outcome of the session was the adoption of the "Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization." This resolution emphasizes the importance of continuous reform and opening up as vital components for advancing Chinese modernization. General Secretary Xi Jinping provided explanatory remarks on the draft version of the resolution.

The Central Committee unanimously affirmed the Political Bureau's progress in implementing guiding principles from the 20th National Party Congress and subsequent plenary sessions. Key achievements include promoting high-quality development, advancing socialist democracy and rule of law, improving public communication, safeguarding national security, and enhancing China's global diplomatic presence.

The communique stresses the necessity of adhering to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The resolution outlines plans to further unleash productive forces, ensure coordinated implementation of the Five-Sphere Integrated Plan, and adapt the relations of production to the productive forces.

By 2035, China aims to have completed the building of a high-standard socialist market economy, modernized its system and capacity for governance, and achieved socialist modernization. This will lay a foundation for making China a great modern socialist country by the mid-21st century.

The session emphasized the importance of leveraging market roles, fostering fair competition, and consolidating the public sector while encouraging the non-public sector. It aims to build a unified national market and refine market economy systems. High-quality development was underscored as the primary task, highlighting the need for deepening supply-side structural reforms, improving macroeconomic governance, and fostering new growth drivers and strengths.

Comprehensive reforms in education, science, and technology were called for to boost innovation and develop a quality workforce, crucial for underpinning Chinese modernization. Plans for integrated urban and rural development were outlined, aiming to narrow disparities and promote equal exchanges and flows of production factors between urban and rural areas. Continuing the policy of opening up, the session stressed enhancing cooperation with other countries, expanding foreign trade, and advancing the Belt and Road Initiative.

The session reinforced the importance of socialist political advancement, ensuring that the principle of the people running the country is manifested in all aspects of political and social activities, and promoting the rule of law as a guarantee for Chinese modernization. Efforts to boost cultural confidence, develop advanced socialist culture, and improve the people's quality of life were also highlighted. The plenary session stressed the importance of a holistic approach to national security, modernizing China's national security system, and maintaining the Party's absolute leadership over the armed forces.

The Central Committee appointed Ding Xiangqun, Yu Lijun, and Yu Jihong as new members, and accepted Qin Gang's resignation from the Central Committee. The session also confirmed the expulsion of Li Shangfu, Li Yuchao, and Sun Jinming from the Party due to grave violations of Party discipline and state laws.

The Central Committee issued a call to the entire Party, military, and Chinese people to rally around the Party Central Committee with Comrade Xi Jinping at its core, uphold the banner of reform and opening up, and strive toward building China into a great modern socialist country. The Third Plenary Session of the 20th Central Committee marks a significant step in China's journey toward modernization and reform. The resolutions and plans set forth in the communique will guide the country's development and governance in the coming years, reinforcing China's commitment to high-quality development, social stability, and global cooperation.
