The government of Uzbekistan has introduced the "Vatandosh" card to honor the contributions of Uzbeks living abroad who actively engage in philanthropic efforts and participate in the country’s socio-economic development. The card, valid for five years, offers a range of benefits, including visa-free entry to Uzbekistan, simplified property purchase procedures, and access to various public services.

The new initiative was formalized through a presidential decree (No. 397) issued on November 20, approving the “Regulations on the Issuance, Administration, and Revocation of the Vatandosh Certificate and Card.” According to the Ministry of Justice’s “Legal Information” channel, this step aims to strengthen ties with expatriate Uzbeks while recognizing their invaluable contributions.

Eligibility and application process

The "Vatandosh" certificate serves as the foundational document for obtaining the card. It is issued to individuals who:

Contribute to Uzbekistan’s socio-economic development,

Actively participate in fostering friendly relations between Uzbekistan and other nations, and

Engage in philanthropic or sponsorship activities within the country.

The certification process involves a nomination by government agencies and institutions. These nominations are reviewed by a special commission that evaluates and approves eligible candidates.

Once the certificate is granted, individuals can apply for the "Vatandosh" card, which is issued for a five-year term, provided it does not exceed the validity of the applicant’s national passport.

Key privileges for cardholders

The “Vatandosh” card confers several benefits to its holders, including:

Visa-free travel: Unlimited entry and exit from Uzbekistan without a visa.

Property purchase: Cardholders can buy real estate in Uzbekistan without facing the restrictions imposed on foreign nationals and without the need for a residence permit.

Employment opportunities: No additional permits are required for employment within Uzbekistan.

Access to services: Cardholders can avail of healthcare, education, and other public services on the same terms as Uzbek citizens.

Extended benefits for family members

Family members of “Vatandosh” cardholders—including parents, spouses, and minor children—are also entitled to various privileges, such as:

Multi-entry visas: Free multi-entry visas with no limitations on extensions, which can be processed without leaving Uzbekistan.

Public services: Access to healthcare, education, and other services under the same conditions as Uzbek citizens.

Simplified registration: Temporary residency registration without state duties, handled by local internal affairs offices.
