Kirby confirmed that the decision to attack the two Russian military airports yesterday was taken by Ukraine without referring to the United States and NATO, or consulting them.
He explained that the United States supplies Kyiv with weapons, but it is not responsible for the way they are used. Once they are in the possession of Kyiv forces, the way they are used becomes a sovereign decision for Ukraine, which Washington must respect.
