Hours ago, member states at the United Nations Security Council have condemned the Turkish interventions in Libya and the transfer of mercenaries, holding Ankara responsible for the deteriorating conditions in this country.

The states have also praised the Egyptian initiative "Cairo Declaration" for a solution in the war-torn country, during a special session held on Libya.

"The Libyan conflict has entered a dangerous stage with external interference reaching unprecedented levels," said UN Secretary-General Antonio Guterres.

In his speech, Guterres expressed his grave concern at "the military build-up around Sirte and direct foreign interference in violation of the United Nations arms embargo."

On its part, Germany confirmed that it will impose direct sanctions on any country that violates the  banning of arms exports to Libya.

German Foreign Minister Haikou Maas added that "external interference is still the main reason for the escalation of the conflict in Libya and must stop immediately."

He asserted: "We will use all possible means to stop any violations of the arms embargo on Libya, including direct sanctions against the violating parties."

As for the permanent representative of France to the United Nations, Ambassador François Delattre, he stressed the necessity of stopping Turkish violations in Libya and withdrawing all militias from there.

In his speech at the Security Council session, Delattre added: "Foreign interference in Libya must be stopped and the arms embargo imposed on it must be respected."

He added that "the Turkish navy transferred weapons in violation of the international embargo."

France's delegate to the United Nations stressed the need to "disarm the militias under the supervision of the United Nations."

"All foreign forces must be withdrawn from Libya to end the hostilities and relaunch the political dialogue," Delatter added.

In a related context, Russia confirmed its support for the Egyptian initiative to solve the Libyan crisis, stressing that the Fayez Al-Sarraj government is not interested in a political settlement.

"Al-Sarraj government has not shown a desire to engage in talks for a political settlement of the Libyan crisis," Russia's permanent representative to the United Nations, Vasily Nebenzya, said during the speech.

He added: "We reject all accusations against us of interfering in Libya and reaffirm that there is no personnel of the Russian forces on Libyan soil."

On his part, UAE Minister of State for Foreign Affairs Dr. Anwar bin Mohammed Gargash stressed  his country's steadfast stance towards the Libyan crisis, and called for the importance of reaching a political solution as the only way out to settle the crisis.

In his speech to the Security Council, the UAE Minister said that a ceasefire and the initiation of a political dialogue were the only way to end the militia’s control of large parts of Libyan territory.

Gargash added: "We are very concerned about the threats to the security of the region as a result of ongoing external interventions in Libya." He also welcomed the Egyptian initiative and the efforts of the Libyan neighbors to resume the political process to settle the crisis.
