The UN Secretary-general Antonio Guterres has called for an effective independent investigation into an incident that left at least 100 Palestinians dead.

This came after Gaza officials reported that Israeli forces fired into a crowd of people waiting for food aid.

In his remarks at a press conference ahead of a regional summit taking place in St. Vincent and the Grenadines, Guterres said that he was "shocked" by the latest episode in the war with Israel.

Asked about the failure of a recent Security Council resolution seeking a ceasefire, Guterres said worsening geopolitical divides have "transformed the veto power into an effective instrument of paralysis of the action of the Security Council".

He continued: "I am totally convinced that we need a humanitarian ceasefire and we need the unconditional and immediate release of hostages and that we should have a Security Council able to achieve these objectives."
