U.S. President Donald Trump is seeking a rapid transition to the second phase of the Gaza agreement, amid intensified U.S.-Israeli consultations ahead of a planned meeting with Israeli Prime Minister Benjamin Netanyahu, according to media reports.

Netanyahu recently held a closed-door meeting with U.S. Secretary of State Marco Rubio as part of preparations for an anticipated meeting between Netanyahu and Trump in Florida. The talks were described as preliminary and aimed at coordinating the agenda for the upcoming discussions.

The meeting addressed key political and security issues expected to dominate the Trump–Netanyahu talks, particularly those related to the Gaza Strip. Rubio, who is also serving as U.S. national security adviser, is said to be playing a central role in facilitating the meeting, which is expected to involve complex negotiations.

According to the U.S.-based news website Axios, Trump is pushing for a swift move into the second phase of the Gaza agreement. The report said Washington may announce new arrangements as early as January, including the formation of a transitional presidential council and the deployment of an international force.

Axios noted that Jared Kushner and Steve Witkoff are holding discussions on the future governance of Gaza, post-war reconstruction, the disarmament of Hamas, and a potential Israeli withdrawal from the enclave.

These developments reflect what have been described as ambitious U.S. plans, with expectations that the upcoming Trump–Netanyahu meeting will carry a complex negotiating character, as each side seeks to advance its own vision for the next phase of the agreement.

Trump is expected to press Netanyahu to move forward with the second phase of the Gaza agreement. However, Israeli media reports say Netanyahu is urging caution, citing concerns over proposals related to the disarmament of Hamas, which Israeli officials consider a major point of contention.

In separate remarks, Trump said the reconstruction phase in Gaza would begin “soon,” according to a breaking news report by Al Qahera News. He added that efforts are ongoing to recover the remains of the last detainee held in Gaza, and claimed that the Israeli president had informed him that a pardon for Netanyahu in his ongoing legal cases was forthcoming.
