President El- Sisi assigns Madbouly to form the new cabinet

President Abd ElFattah ElSisi has assigned the Housing Minister Mostafa Madbouly, Ph.D, to form a new government. this came after Engineer Sherif Ismail presented his cabinet resignation on Wednesday, three days after President el-Sisi was sworn in for a second, four-year term in office.

Madbouly has an extensive experience of 25 years in the field, out of which, 15 years with international organizations and partners. His experience is concentrated on technical and policy aspects of sustainable urban development, housing, land management and infrastructure, informal settlements upgrading in Developing and Arab countries.

Dr. Madbouly was appointed as the Minister of Housing, Utilities and Urban Communities in March 2014. Prior to that, Dr. Madbouly has been the Regional Director for UNHABITAT Regional office for the Arab States since November 2012 till end of February 2014 and was responsible for providing technical support to Arab States in sustainable urban development issues ranging from national and regional spatial plans, city urban plans, housing policies, up to slum upgrading projects.

Prior to UNHABITAT, Dr. Madbouly was the First Under Secretary and Chairman of General Organization of Physical Planning “GOPP”, Ministry of Housing and Urban Development in Egypt for more than 4 years, which is the main central governmental body responsible for setting urban development policy and preparing all national, regional and city urban development plans in Egypt. He has contributed to developing the new national urban strategies in Egypt and shifting the planning paradigm from traditional physical planning approach to strategic urban planning which focuses on sustainable integrated development with strong participation from involved stakeholders.

Dr. Madbouly has been active in research and training in directly related topics to sustainable urban development with special emphasis on introducing participatory approaches to community development and poverty alleviation. Good Urban Governance and encouraging decentralization to local levels were also the main focuses of his work in training and research. Dr. Madbouly's experiences have also been built through work as an international and local consultant with World Bank, UNDP, UNHABITAT, ILO and Cities Alliance.

Dr. Madbouly is a Professor and holds a Ph.D. in Urban Planning from Cairo University and a Post Graduate Diploma in Urban Management from Institute for Housing and Urban Development Studies “IHS” Rotterdam.
