Parliament Legislative Council Agrees on Aid Deal between Egypt, US

The Constitutional and Legislative Affairs Committee in the House of Representatives approved, during its meeting today, Presidential Decree No. 89 of 2020 approving the first amendment to the aid agreement between the Arab Republic of Egypt and the United States of America regarding the North Sinai initiative signed in Cairo on September 30, 2019.

The first amendment in the aid agreement on the North Sinai Initiative aims to provide a new amount of 6 million US dollars, as a contribution from the United States Agency for International Development, to implement a number of compliant projects and included the availability of funding to provide transportation services to connect central Sinai with the surrounding cities. Subterranean villages and the use of salt water during the treatment process to support the micro-fish farming project.

The amendment also included the deletion of the previous sum of 50 million US dollars and is replaced by the phrase 56 million US dollars. Article 3 also modifies item 3/2 by adding a phrase that the contribution of the Arab Republic of Egypt will not be less than the equivalent of one million and 500 thousand Egyptian pounds from USAID activity.

Article 4 of the Agreement amends the date of the completion of the aid to September 30, 2022 instead of September 30, 2019

In accordance with the first amendment to the assistance agreement, the aid agreement will remain in effect according to the provisions stipulated in it, except for what has been modified or changed according to this amendment.

The first amendment will enter into force from the date of the signature of the parties, and the Egyptian government will take all legal measures necessary for its ratification and notify the United States Agency for International Development to complete the ratification procedures.
