Manchester City goalkeeper Stefan Ortega will make his national team camp debut after he was called.The German coach is looking forward to making more rotation work and adding and loading his team with more young talents.
Borussia Dortmund players Julian Brandt and Felix Nmecha made a return to the list after a year of absence.
Defenders David Raum and Waldemar Anton, midfielder Aleksandar Pavlovic and striker Niclas Füllkrug, will miss November's gathering due to injury.
Germany are heading their 2024 UEFA Nations League group and they qualified for the next round.
Nagelsmann said: "After our early qualification for the Nations League quarterfinals, we want to ensure we finish on top of the group. Ideally right in front of our fans in Freiburg."
He added: "Our first ever qualification in the tournament's final four is an important interim goal on our way to the 2026 World Cup."
Germany will face Bosnia and Herzegovina in Freiburg on November 16, and Hungary on November 19 clash with Hungary.
