In the 34 mins, South Africa's forward Percy Tau made the first real attempt for Bafana Bafana through a shot from the outside of Morocco's penalty area which just flew wide.
After only minutes of Tau's shot, midfielder Belhanda responded with a shot kept away by Williams.
The one-time title holder possessed the game in the second half as they missed a number of attempts to open the scoring.
South Africa's goalkeeper Ronwen Williams brought into action again in the 68 minutes, after his great save to Youssef En-Nesyri's shot from Bafana Bafana's penalty area.
Six minutes later, En-Nesyri was so close to putting his side ahead through a header kept away by South Africa Keeper Williams.
Morocco now have nine points after they secured victories in their three games, while South Africa have only three points through their win over Namibia in the second round of the tournament.
