Libya's Haftar Left Moscow... Did Russia, Turkey Mediation Fail?

Khalifa Haftar, Commander of the Libyan National Army (LNA), left Moscow along with the accompanying delegation following bilateral talks with Russians on Monday.

However Libya’s warring leaders failed to agree on an unconditional and open-ended ceasefire; it’s said that they made some progress at the indirect peace talks in Moscow. 

A few hours later, Eastern Libyan forces said they are "ready and determined" to achieve victory, the forces' official Facebook website said on Tuesday.

It gave no details but another website linked to the force said Haftar will not sign the Russo-Turkey ceasefire proposal. 

Moscow, which mediated the talks together with Turkey, hosted talks for about eight hours. Fayez al-Sarraj, who heads Libya's Tripoli-based government, signed a ceasefire agreement at the talks while Haftar asked for more time to consider the ceasefire. 

Russia and Turkey urged the rivals to sign a binding truce to end a nine-month-old war and pave the way for a settlement that would stabilize the country.

"Today we can report that progress was made," Russian Foreign Minister Sergei Lavrov told reporters at the elegant 19th century Moscow mansion where the talks were held.

But Turkish Foreign Minister Mevlut Cavusoglu told reporters Haftar wanted to have until Tuesday morning to make up his mind.

Haftar and Sarraj last met in Abu Dhabi in February last year before talks broke down over a power-sharing deal and LNA moved on Tripoli in April, expanding control beyond the east and south.

German Chancellor Angela Merkel said on Saturday she planned to host such a summit after holding talks with Russian President Vladimir Putin.

In the meantime, U.S. President Donald Trump and Germany's Merkel spoke about security in the Middle East, Libya and other issues, White House spokesman Judd Deere said on Monday.

Pro-LNA social media posts have called to stage a rally to support Haftar on Tuesday in the main eastern city of Benghazi.
