Prior to his appointment as the European Union (EU) high representative for foreign affairs, replacing Federica Mogherini, Spanish foreign minister Josep Borrell visited the Euro-Mediterranean University of Fez (UEMF), where he delivered an influential academic speech at the graduation ceremony of the university students' first batch.

It is worthy to note that, the latest Spanish to take over this position was Javier Solana (1999-2009). After, ten years later, Spain has returned to the frontlines of EU bloc institutions- an experienced person has been appointed to a vital position in the common foreign and security policy in a world full of chaos and uncertainty.

Spain hopes that Borrel's background will be a source of weight. He is a veteran politician since 1993 and a highly experienced statesman who joined “Socialist Workers' Party” (the ruling party) in Spain 45 years ago and served as President of the European Parliament between 2004 and 2007.

Addressing The UEMF graduation ceremony, the Spanish politician spoke in French about his career as a technician and a state engineer who was able to study in the most prestigious Spanish universities and how  student can achieve through years of hard work the prosperity of the country and the region; he also gave guidelines to those who will bear the responsibility of running institutions, companies and public affairs.

He has a rational and intellectual vision in dealing with different political events around world; I found him a lover of the one Mediterranean family, and the joint community house, as well as the rich civil, cultural, historic, and linguistic heritage between Morocco and Spain.

We can remember when Morocco hosted a remarkable event of His Holiness Pope Francis I visit, following the first visit by Pope John Paul II in 1985. In his four-language speech, His Majesty King Mohammed VI expressed the historic significance of this event.

The historic site, which embraced the meeting, brought together the meanings of openness, and culture cross-fertilization. It was held deliberately, at the confluence of Abu-Burqq river and the Atlantic Ocean, to be a spiritual, architectural and cultural link between Africa and Europe….

In addition, Borrell highlighted the need to look into the future, and the creativity that creates the development of countries; if humans become satisfied with the candle lighting, without searching for other alternatives, electric lamps would not have been invented.

Thus, we have focused in recent essays on the university and scientific research topics because of their key role in our homelands. Topics like "Third Wave", "Post-Industrial Society", "Information Technology Society", "Communication Society", “Cosmic Village "," Cultural Capitalism "," Network Society "and " Information Technology Boom " reflect the countries' right future outlook.

It also refers that all those countries, which are linked to the world of production,  labor market, culture distribution, arts, sciences, goods, services and information, relied on the capitalism via communication media.

Moreover, scientific developments, and the need to rationalize and manage the production cycle factories, as well as the studying of sudden market expectations and their direct consequences suggest that the countries which have followed this wave are on the right track, while the countries that have not followed it will suffer crises greater than the repercussions of the global financial crisis in 2008.

If countries could not develop future products that generate tomorrow's professions and prepare the next generations to take over future jobs, they would become mere tourist countries ...
