HoR, Government Agree to Keep Cleaning Fee at EGP 2 Each Month

The Parliamentary Joint Committee on Energy and Environment in the House of Representatives (HoR) and the Office of Local Administration headed by Representative Ahmed Al-Sagaini, agreed during its meeting today, Thursday, with the government represented by the Minister of Environment Dr. Yasmine Fouad, to maintain the minimum monthly cleaning fees for housing units at EGP 2 a month.

Maintaining the current minimum monthly cleaning fees currently in force at EGP 2 instead of 4 pounds proposed in the Waste Management Regulation Bill comes in light of proposal submitted by Ahmed Al-Sagini to take into account the low-income and low-income families.

This proposal was agreed upon by the Minister of Environment, provided that the fees rise for rich classes according to the slides with a maximum of EGP 40 a month..

This came during a meeting of the Parliamentary Committee on Energy and Environment in the House of Representatives headed by Representative Talaat Al Suwaidi and the office of the Local Administration Committee headed by Representative Ahmed Al-Sagini on Thursday to discuss a draft law submitted by the government to organize waste management.

Representative Ahmed Al-Sagaini, the head of the Local Administration Committee, said that whoever makes the chair is the one who sits on it, and he also has the authority to impose authority, generate issues under discussion, and impose terms of reference.

He made these statements as he commented on the speech of Dr. Sahar Etman, a member of the Energy Committee, who confirmed that the Ministry of Environment has been working for a long time on many files and must have a dominant hand in applying the law.

She added that there are many problems of reconciliation and obstacles in applying the law and the executive regulations do not reflect clearly.

The Minister of Environment reviewed the proposed article on plastic bags, which comes in light of the agreement with MP Talat Al Suwaidi, head of the Energy and Environment Committee.

The Industry Committee of HoR had previously reviewed a law in the same context, and it was agreed upon that the draft law on waste management should include this article.

Representative Muhammad Khalifa submitted a proposal and the government agreed upon it.

The draft law also stipulates - as the committee agreed to add the penalty for violating paragraph (a) of the added article, as follows, according to which it is punishable by a fine of not less than one thousand pounds and not more than 500 thousand pounds. Whoever violates the provisions of paragraph (a) of the article from this is the law. In all cases, the court shall order the confiscate of the materials seized by police.

The Joint Parliamentary Committee on Energy and Environment in the House of Representatives also recommended to obligate the Waste Management Agency to be established in conjunction with the competent administrative authorities to develop a system to stimulate projects for recycling and treatment of demolition and construction waste.

According to Article 43 of the draft law regulating waste management, which was approved by the Joint Parliamentary Committee, this system will be in accordance with the regulations issued by the Authority's Board of Directors.
