Hisham Badawy: Biography of Speaker of Egypt’s House of Representatives

Public interest in Counsellor Hisham Badawy has surged in recent hours following his election as Speaker of Egypt’s House of Representatives, after securing the absolute majority of votes during the general parliamentary session held on Monday.

Badawy’s election reflects broad consensus within the chamber on his long-standing judicial and oversight experience. His appointment came one day after he was named among the presidential appointees to parliament, following ratification by President Abdel Fattah el-Sisi of a decision appointing 28 members to complete the composition of the House of Representatives for the 2026 legislative term. The decision was published in Egypt’s Official Gazette, issue No. 2 (Special A), dated January 11, 2026, under Presidential Decree No. 16 of 2026.

Counsellor Hisham Abdel Salam Badawy is regarded as one of Egypt’s most prominent judicial and oversight figures. He served as President of the Central Auditing Organization from 2016 until 2024, during which he built a substantial professional record in judicial work, financial oversight and anti-corruption efforts.

His career began in the public prosecution service, where he served as First Advocate General of the Supreme State Security Prosecution from 2000 to 2012. He later held the position of President of the Cairo Court of Appeal between 2012 and 2015. In 2015, he was appointed Assistant Minister of Justice for Anti-Corruption Affairs.

Badawy also handled a number of high-profile cases, including the Hezbollah Cell case in 2009 and the Madinat Nasr Cell case in 2012. In the same year, he was appointed Deputy Head of the Central Auditing Organization under Presidential Decree No. 451 of 2015.

Throughout his career, Badawy participated in several national and international committees. These include the Ministry of Justice’s International Cooperation Committee for Counterterrorism from 1998 to 2012, the National Coordinating Committee for Combating Money Laundering and Terrorist Financing between 2005 and 2012, and the Legal Committee of the Anti-Money Laundering Unit during the same period.

In the fields of education and training, Badawy delivered legal lectures at the National Center for Judicial Studies and the National Center for Social and Criminological Research. He also contributed to training programmes at the Administrative Control Authority and the Police Leadership Preparation Institute, in addition to participating in the legal and security training of officers at the Police Academy.

Badawy further took part in specialised international conferences on combating corruption, terrorism and money laundering. He also contributed to committees responsible for amending Egypt’s Anti-Terrorism Law and Penal Code, reinforcing his standing as a leading expert in judicial and legal affairs.

His election as Speaker of the House of Representatives marks the culmination of a career spanning prosecution, judicial leadership and national oversight institutions, placing him at the head of Egypt’s legislative authority during the 2026 parliamentary term.
