The French Football Association commented on the referee's decision after the tough encounter between Wilfried Singo and Donnarumma last month.
The refereeing body said that the Monaco defender should have received a red card for his challenge on the goalkeeper, which resulted in a significant facial injury during their Ligue 1 clash.
During the game that ended with PSG's victory over Monaco 4-2, a harsh encounter took place as Singo's boot inadvertently cut Donnarumma's face.
Singo escaped further punishment after a VAR review.
In their weekly analysis, the refereeing department siad the complexities of the situation, describing it as "a very challenging scenario to adjudicate," reporting factors such as recklessness and a lack of intent but also recognizing that the challenge endangered the goalkeeper’s safety.
They added that the game's referee François Letexier should have issued a red card after Singo’s boot hitting Donnarumma’s face constituted a "gross foul" as per the laws of the game.
Donnarumma suffered from "facial trauma with multiple wounds."
