Qatar Emir Inaugurates 1st Elected Shura Council, Denounces Tribalism

The Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, said during the opening session of the first elected Shura Council in the country, that his government will not allow tribalism and hateful fanaticism that can be used for tampering and demolition.

It is worth noting that the Shura Council was established in the State of Qatar in 1972 after the adoption of the amended provisional basic system in the state on April 19, 1972.

The council was established to submit suggestions to the Emir and the Council of Ministers to implement their duties.

Upon its establishment, the Shura Council included 20 appointed members, and its composition witnessed a series of amendments on more than one occasion.

The current council consists of 45 members.

In November 2020, the Emir of Qatar announced the holding of elections for the Shura Council for the first time in 2021, as part of the ambitious policy pursued by the State of Qatar to develop its legislative mechanisms by expanding the scope of popular participation in a way that reflects the values ​​of the Qatari constitution and Qatar’s Vision National 2030.

In accordance with the provisions of the constitution, the Shura Council in the State of Qatar is responsible for approving the state's general budget.

The council also exercises control over the executive authority, in the manner specified in the constitution. The council has the right to submit suggestions to the government in public matters.

And if the government is unable to comply with these suggestions, it must explain to the council the reasons for that, and the council may comment once on the government’s statement.

The term of the Council is four Gregorian years, starting from the date of its first meeting.

The council represents the State of Qatar in parliamentary unions and international organizations, including the Inter-Parliamentary Union, the Arab Parliamentary Union, the Arab Parliament, the Union of Councils of the Member States of the Organization of the Islamic Conference, the Asian Parliamentary Assembly, the Senate Association, the Shura Council and similar councils in Africa and the Arab world.

The  council consists of forty-five members, thirty of whom are elected by direct, secret public suffrage, and the Emir appoints the other fifteen members from ministers or others.

Membership in the council ends in the event of death, total disability, expiry of the membership term, resignation, termination of membership, or its dissolution.
