Egypt Signs UN Convention on Combating Cybercrime

Egypt has signed the United Nations Convention on Combating Cybercrime during a high-level ceremony in Hanoi, Vietnam, marking a major step in global efforts to strengthen digital security and international justice.

The agreement was signed by Amr Talaat, Minister of Communications and Information Technology, in the presence of UN Secretary-General António Guterres, UNODC Executive Director Ghada Waly, and Vietnamese President Luong Cong. 

More than 60 countries have signed the convention, adopted by the UN General Assembly in December 2024 as the first comprehensive international framework against cybercrime.

The treaty seeks to enhance cooperation in preventing and addressing cyber threats, including sharing electronic evidence, building technical capacity, and supporting developing nations. It will take effect 90 days after ratification by 40 countries.

Talaat highlighted Egypt’s active role in negotiating the text since 2021, in coordination with several ministries and national authorities. He described the convention as a “turning point toward a more secure and just global digital order” and emphasized Egypt’s belief in extending the rule of law to cyberspace.

He also announced Egypt’s progress in establishing the Egyptian–African Center for the Prevention and Combat of Cybercrime, in partnership with the UN Office on Drugs and Crime (UNODC). The center aims to serve as a regional hub for training, capacity building, and cooperation across Africa and the Arab world.

Talaat concluded by affirming Egypt’s commitment to promoting a safe, inclusive, and sustainable digital future, underscoring that technology must remain a force for peace, development, and human connection.
