Egypt has officially launched the second edition of “Egypt’s Narrative for Comprehensive Development: Reforms for Growth, Jobs & Resilience,” making the updated framework publicly available on the Ministry of Planning, Economic Development, and International Cooperation’s website.
The announcement was made by Rania Al‑Mashat, who said the updated Narrative was completed in line with the timeline announced in September and reflects Egypt’s response to evolving regional and global economic conditions. The document serves as Egypt’s overarching framework for development, ensuring alignment between Egypt Vision 2030 and updated sectoral strategies.
The Narrative outlines Egypt’s transition toward a more diversified and competitive economic model centered on human capital development, improved quality of life, and expansion of high value-added, export-oriented sectors. It builds on recent infrastructure achievements while redefining the role of the state to enhance competitiveness, strengthen macroeconomic stability, and stimulate private sector participation.
The updated framework is structured around 16 core pillars covering key areas such as human development; macroeconomic stability; public investment governance; financing for development; investment promotion; industrial development; labor market efficiency; foreign trade; green transition; spatial planning; and international cooperation. Priority growth sectors include industry, tourism, agriculture, and information and communications technology, supported by enabling sectors such as energy and water resources.
Special focus is placed on attracting domestic and foreign investment, developing the non-bank financial sector, enhancing the Suez Canal Economic Zone, and improving the business environment through regulatory reform, digital transformation, and targeted incentives. The Narrative also emphasizes sustainable development through climate action, green investment, and inclusive growth that benefits all regions and social groups.
Each pillar concludes with a set of policies linked to Egypt’s National Structural Reform Program, translated into measurable quantitative targets through 2030 within a simplified macroeconomic framework. These targets are supported by an action plan that connects development objectives with financial performance under the medium-term budget framework, ensuring efficient public spending and effective implementation.
The government says the updated Narrative provides a clear, integrated roadmap for accelerating economic growth, creating decent jobs, enhancing resilience, and unlocking the full potential of the Egyptian economy in the coming decade.
