Egypt, Germany Sign Agreement to Expand Jobs, Migration & Reintegration Center

The Ministry of Foreign Affairs, Emigration and Egyptian Expatriates, the Ministry of Planning, Economic Development, and International Cooperation, and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) signed an implementation agreement for the second phase of the Egyptian-German Center for Jobs, Migration, and Reintegration (EGC). 

The project aims to empower Egyptian youth through their migration or reintegration journeys, with support from the European Union as a key partner in fostering sustainable development and inclusive opportunities.

Witnessed by H.E. Dr. Rania El Mashat, Minister of Planning, Economic Development, and International Cooperation, H.E. Ambassador Jürgen Schulz, German Ambassador to Egypt, and Ms. Anne Kofoed Team Leader - Social Cohesion, Governance, and Migration in the European Union Delegation to Egypt, the agreement was signed by H.E. Ambassador Nabil Habashi, Deputy Minister of Foreign Affairs, Emigration, and Egyptian Expatriates, and Dr. Regine Qualmann, Country Director of GIZ Egypt, emphasising a strong commitment to the initiative.

“Today’s signing reflects our unwavering dedication to fostering partnerships that align with Egypt’s Vision 2030. By creating opportunities for our youth, we are not only addressing migration challenges but also investing in human capital, which is essential for sustainable economic growth,” said H.E. Dr. Rania El Mashat.

Since its launch in 2020 under Egypt's "Life-Saving Boats" presidential initiative, the EGC has established itself as a cornerstone of migration services in Egypt. The Center's comprehensive approach includes skills development and training programmes, career guidance and job placement services, advisory services on regular migration pathways to Germany as well as support for the sustainable reintegration of Egyptian returnees.

Ambassador Habashi reiterated that "This renewal of our partnership in the context of the EGC exemplifies how international cooperation can create tangible benefits for our communities. Through our cooperation, we are creating economic prospects for Egyptian youth in Egypt and abroad"

From his side Ambassador Schulz confirmed that, "Germany is committed to working with Egypt on developing labour mobility pathways between our two countries, making them scalable, and sustainable, in a way that serves the interests of both nations and meets the aspirations of the migrants themselves."

The centre operates through the programme "Migration for Development," implemented by GIZ Egypt with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), whose support plays a pivotal role in driving this initiative forward. This collaboration will continue to create vital opportunities for Egyptian youth, both domestically and internationally, underscoring the European-Egyptian commitment to fostering sustainable development and empowering young people.

From her side, Ms. Anna Kofoed said, “As part of the Egypt-EU Strategic and Comprehensive Partnership, the European Union and its Member States are delighted to contribute towards our shared vision for curbing irregular migration and opening pathways for safe and regular migration.”

The signing ceremony convened key stakeholders and partners who have cooperated with or contributed to the centre’s success over the past four years. Looking ahead, this renewed partnership will work on further strengthening legal migration and sustainable reintegration using innovative, collaborative, and sustainable approaches.

The Egyptian German Center for Jobs, Migration, and Reintegration (EGC) was established in 2020 as a hub geared towards providing a 360-degree approach to migration and It serves as a state-of-the-art advisory centre, supporting pathways of labour mobility, tackling sustainable reintegration, and offering viable socio-economic alternatives to irregular migration.
