Egypt, earlier today, announced the appointment of 22 deputy governors who were members of the Presidential Leadership Program (PLP). The move was seen by a number of MPs and experts as a “good step” towards youth empowerment.

This comes within the governors’ reshuffle that witnessed the appointment of 17 governors, who are set to be sworn-in before president Abdel-Fattah El-Sisi on Wednesday.

The newly-appointed deputy governors include Mohamed Mahmoud for Minya governorate, Hossam Fawzy for Cairo governorate at the northern zone, Ahmed Al-Nabawi Atta for Gharbiya governorate, Amr Magdy El-beshbeshy for Kafr El-Sheikh governorate; Dr. Ahmed Mahmmoud Abdel-Motti for Al-Sharqiya governorate and Eng Samir Mohamed Hammad for Qalyoubia governorate.

They also included Amr Othman for Port Said, Lubna Abdel-Aziz for Sharqiya governorate, Belal Al-Saeed for Beni Suef, Gehan Abdel-Moneim for Cairo governorate at the southern zone, Ibrahim Nagy Al-Shahabi for Giza governorate, Haitham Fathallah for Al-Daqahliya governorate, Ahmed Nagy Adly for Sohag, Islam Mohamed Ibrahim for Damietta, Hazim Omar for Qena governorate, Dina Al-Desouky for Matrouh, Ahmed Shaaban for Aswan, Mohamed Emad Abdel-Qader for Al-Fayoum governorate, Mohamed Ibrahim Lotfy for Menoufia governorate, Ghada Yehia for Aswan governorate, Hend Abdel-Halim for Giza governorate, Eng. Enas Samir, for South Sinai governorate and Jacqueline Azar for Alexandria governorate.

The appointment of the youth coincides with Egypt’s third annual Word Youth Forum, due to convene on Dec. 14-17 in Sharm el-Sheikh city of the Red Sea governorate.

“We have seen many attempts to empower youth over the past few years, but without adopting a qualification program,” said Mahmoud Hussein, a member of the Youth Committee at the House of Representatives. He added: “Now we can see a number of youth in high-profile positions."

According to the PLP criteria, the applicants should pass four tests to qualify for the program, which aims to help youth become leaders.

It is worth mentioning that, Egypt is set to see a large-scale cabinet reshuffle of at least 10 ministers of Moustafa Madbouly’s government this week according to parliamentary sources.

In statements, MP Mohamed Abdel Ghani said that the reshuffle comes, at this specific time, in response to people’s sense of dissatisfaction with the performance of the government, and the lack of a clear improvement in the living standards of most citizens.

He anticipated changes in the ministries of supply, health, finance, trade and industry, planning, housing, higher education, local development, education, and social solidarity.

The government previously received a vote of confidence from parliament in July 2018.
