United States–Egypt Strategic Dialogue: Africa Track

The United States and Egypt convened the Africa Track of the U.S.-Egypt Strategic Dialogue in Cairo on November 2, 2025, reaffirming their shared commitment to advancing regional stability, security, and prosperity. 

Egyptian Foreign Minister Badr Abdelatty hosted the discussions. The U.S. side was led by Senior Advisor to the President of the United States for Arab and African Affairs Massad Boulos, and included Deputy Secretary of State for Management and Resources Michael Rigas, U.S. Ambassador to Egypt Herro Mustafa Garg, U.S. Embassy Libya Chargé d’affaires Jeremy Berndt, and representatives of the U.S. Drug Enforcement Administration and Department of Homeland Security’s Customs and Border Protection.

The dialogue focused on three key areas: conflict resolution and stabilization, water security, and transnational threats.

Conflict Resolution and Stabilization

The United States and Egypt underscored their shared commitment to supporting lasting peace in Libya and addressing regional conflicts in Sudan as well as in the Sahel, Horn of Africa, and Great Lakes regions. 

Both sides decided to intensify efforts to achieve a humanitarian truce, expand entry of aid, and chart a pathway to sustained peace in Sudan in line with President Trump’s vision of “peace through strength.” 

The discussion on Libya focused on stabilization efforts and charting a political roadmap for unifying institutions and expanding economic opportunities. 

The sides discussed mutual efforts to consolidate the peace agreement between Rwanda and the Democratic Republic of Congo, as well as other issues such as Somalia’s stability.

Water Security

The United States and Egypt discussed next steps for cooperation among Nile River basin countries, including the need for advanced watershed analysis and improving water management practices. U.S. representatives recognized the existential nature of Egypt’s water needs and the importance of the Nile to the Egyptian people and affirmed its support for a diplomatic solution on the Nile River that meets the needs of all parties.

Transnational Threats

The United States and Egypt reaffirmed their partnership in addressing transnational threats, including countering illegal migration, as well as counterterrorism and counternarcotics efforts. 

The United States acknowledged Egypt’s role as a partner in disrupting illegal migration and preventing and combatting alien smuggling and human trafficking. 

The two sides discussed regional migration challenges and opportunities to strengthen Egypt’s efforts to prevent illegal migration to the Western Hemisphere and United States.

Egypt pledged to enhance its collaboration with the United States through systems and programs focused on information-sharing related to traveler and cargo data. Participants also discussed opportunities to cooperate on regional counterterrorism efforts and programs. 

The United States presented information on emerging narcotics trafficking routes, including through the African continent, and the two sides discussed ideas for regional collaboration to share expertise and develop interdiction strategies.

Both sides expressed their commitment to continuing these efforts and deepening their partnership to promote peace, security, and prosperity across Africa.
