In a high-stakes emergency session of the UN Security Council on Sunday, March 1, 2026, Secretary-General António Guterres issued a dire warning to the international community, calling for an immediate cessation of hostilities and a return to the negotiating table following unprecedented military strikes across the Middle East.

A Region on the Brink

The Secretary-General’s remarks come in the wake of massive military operations launched by the United States and Israel against Iranian territory. Guterres confirmed that the strikes targeted approximately 20 major Iranian cities, including the capital Tehran, Isfahan, Qom, Tabriz, and Shahriar.

In a swift retaliatory response, Iran launched strikes that violated the sovereignty and territorial integrity of several neighboring nations, including Iraq, Jordan, Kuwait, Qatar, Saudi Arabia, the United Arab Emirates, and Bahrain.

"We are witnessing a grave threat to international peace and security," Guterres stated during the session. "Military action carries the risk of igniting a chain of events that no one can control in the world’s most volatile region."

The Collapse of Diplomacy

The escalation is particularly striking as it follows a third round of indirect talks between Washington and Tehran, mediated by the Sultanate of Oman. Guterres expressed "deep regret" over the loss of this diplomatic window, emphasizing that the strikes have undermined months of political effort.

"The situation on the ground is extremely fluid and unpredictable," Guterres warned, noting that the risk of "miscalculation" is at an all-time high. He reiterated that lasting peace is only achievable through "genuine dialogue and negotiations," specifically regarding Iran’s nuclear program.

International Reaction

French Ambassador to the UN, Jérôme Bonnafont, echoed these concerns, stating that the Middle East is in desperate need of stability. While calling for an immediate de-escalation, Bonnafont placed significant responsibility on Tehran, asserting that Iran must "respect its international commitments" and cease "destabilizing regional activities."

The UN chief concluded his address with a stark ultimatum: "The alternative to a return to the negotiating table is a wider conflict with catastrophic consequences for civilians and regional stability. The world needs an exit strategy now."
