Ukraine and the United States have completed bilateral staff-level work and agreed on a separate military document, according to Andriy Hnatov, Chief of the General Staff of the Armed Forces of Ukraine.
Speaking at a press conference following a meeting of European national security advisers, Hnatov said Ukraine is conducting similar coordination efforts with its European partners to align all military and security aspects of a potential peace agreement.
According to Ukrinform, Hnatov confirmed that the bilateral work with the United States was carried out at the level of the general staffs, resulting in a standalone military document.
Four Sections and Four Annexes
Hnatov explained that the agreed document consists of four main sections and four annexes, covering comprehensive mechanisms for supporting Ukraine and its armed forces.
“These sections address how Ukraine and the Armed Forces of Ukraine will be supported, including supply, recovery, and modernization,” he said. “They also define monitoring mechanisms to ensure compliance with the agreements and outline procedures to be followed in the event of violations by any party, given that this is a bilateral agreement.”
Parallel Talks With European Partners
Hnatov added that similar work is currently underway with other partner countries, noting that one section of the document addresses the activities of what is known as the “Coalition of the Willing.”
The discussions are part of broader efforts to coordinate military, security, and implementation frameworks linked to any future peace settlement involving Ukraine.
Broad European and NATO Participation
The meeting brought together representatives from 15 European countries: Germany, the United Kingdom, France, Italy, Poland, Finland, Canada, the Netherlands, Sweden, Norway, Denmark, Spain, Latvia, Estonia, and Lithuania.
Representatives of the European Council, the European Commission, and the Secretary-General of North Atlantic Treaty Organization (NATO) also took part in the talks.
