According to the Middle East Media Research Institute's Jihad and Terrorism Threat Monitor (MEMRI-JTTM), the Taliban issued issue No. 196 of their official Arabic-language monthly magazine, Al-Somood, which included an essay equating Kabul to Jerusalem.

The Kabul municipality dedicated a replica of Jerusalem's Dome of the Rock on May 18.
According to the report, the replica symbolises the Islamic nation's unity and serves as a "reminder of the perils, threats, and continuous violations to which Al-Haram Al-Sharif [the Arabic name for the Temple Mount including the Dome of the Rock and Al-Aqsa mosque] has been subjected."
Several ISIS followers, according to MEMRI, have expressed their displeasure with the proposal.
The Al-Adiyat Foundation, a pro-ISIS media source, created a poster claiming that the construction of a Dome of the Rock model was first proposed by Libya's former leader Moammar Gaddafi and was widely derided at the time.
