The proposal, put forward by several Middle Eastern nations, outlines a framework for governance and reconstruction in Gaza following months of conflict. A central aspect of the plan is the formation of a Palestinian national unity government that would bring together all factions, ensuring effective administration and rebuilding efforts.

Amid ongoing diplomatic efforts, senior Hamas official Mousa Abu Marzouk met with Russian Deputy Foreign Minister Mikhail Bogdanov in Moscow to discuss Palestinian national unity and the future governance of Gaza. Hamas has urged Russia to play a mediating role in talks with Palestinian Authority President Mahmoud Abbas, aiming to form a unified government capable of leading reconstruction and stabilization efforts.
