The Arab League on Wednesday opened the Second Regional Conference on “Emerging Technologies and International Humanitarian Law,” focusing on autonomous weapon systems and the growing use of artificial intelligence in military operations. The two-day event, held on December 10–11 at the League’s headquarters, is organized by the Department of Arms Control and Disarmament in cooperation with the International Committee of the Red Cross.
Opening remarks were delivered on behalf of Assistant Secretary-General Dr. Khaled bin Mohammed Manzlawi by Minister Plenipotentiary Fadi Ashaia, Director of the Arms Control and Disarmament Department. He said the conference comes amid intensifying global efforts to shape a shared vision and develop an international stance on the humanitarian, legal and ethical challenges posed by new military technologies.
Ashaia noted that while advanced technologies may enhance targeting accuracy and reduce human casualties, they also raise serious concerns regarding civilian protection and adherence to the principles of international humanitarian law. Experts from Arab states and the ICRC are participating in the discussions.
