PM Witnesses Inking of 3 Protocols to Settle Press Debts & Boost Cooperation in Printing, Publishing, & Advertising

Egypt's Prime Minister Mostafa Madbouly attended a signing ceremony this morning at the Cabinet headquarters in the New Administrative Capital, where three cooperation protocols were signed between the governorates of Cairo, Giza, and Qalyubia and the National Press Authority. 

The protocols aim to settle the debts owed by the three governorates to several national press institutions, including Al-Ahram, Al-Akhbar, and Dar Al-Tahrir, for printing, publishing, and advertising services.

The agreements were signed by Dr. Ibrahim Saber Khalil, Governor of Cairo; Eng. Adel Al-Naggar, Governor of Giza; and Eng. Ayman Attia, Governor of Qalyubia, alongside Eng. Abdel-Sadiq Al-Shorbaji, Chairman of the National Press Authority.

After the signing, the Prime Minister emphasized the government's commitment to supporting media institutions, including the National Press Authority and its affiliated press bodies, to help them fulfill their roles. 

He highlighted the importance of resolving financial challenges, particularly the settlement of accumulated debts, as part of broader efforts to improve the economic situation of national press institutions while easing the burden on public finances.

The Chairman of the National Press Authority explained that the signing of the protocols is part of the government's policy to resolve outstanding debts owed by economic entities and press institutions. 

Furthermore, he noted that the National Press Authority is an independent body responsible for managing national press institutions and ensuring their modernization, neutrality, and professional standards.

According to the terms of the protocols, the National Press Authority will facilitate contracts between the governorates and national press institutions for services in printing, publishing, and advertising. The press institutions will also handle the printing, installation, and maintenance of advertising boards along the ring road in each governorate.

The three press institutions will provide the governorates with publications, forms, records, and other required materials based on the governorates' operational needs, including publishing, promotion, and advertising services. Additionally, the governorates will receive subscriptions to national newspapers for their sectors.

The protocols also include an agreement on how to settle the debts owed by the governorates. For each publication or service provided by the press institutions, 50% of the total cost will be paid, while the governorates will receive a 50% discount on the total value of each service as part of the debt settlement.
