Libyan Prime Minister Abdul Hamid Dbeibeh told Bloomberg Agency on Saturday that Saif al-Islam, the second son of the late Colonel Muammar Gaddafi, can submit papers for his candidacy for the upcoming presidential elections.

"He belongs to an important tribe," Dbeibeh said.

The Libyan Premier also pointed out to Gaddafi's legal problems, in reference to repeated demands from the International Criminal Court for his trial.

It is noteworthy that the Military Prosecutor in Tripoli had issued more than 10 days ago an arrest warrant against Saif al-Islam, who is also being pursued by the International Criminal Court for war crimes.

Gaddafi's aides had made it clear in previous statements that he "plans to contest the elections scheduled for December 24, but it is too early to say or talk in details before the election law is approved."

As for his meeting with the commander of the Libyan National Army, Khalifa Haftar, Dbeibeh stressed that he does not oppose the meeting with him, specifying necessary conditions for achieving this meeting, including truce and his recognition of him as Prime Minister and Minister of Defense.

Dbeibeh pledged to hold the elections on their scheduled date on December 24, but at the same time stressed that "international interventions, as well as the interventions of military regimes, may create "obstacles" on the way to the elections, despite the "official support of all countries" for the vote.

He reiterated that "Libya will not return to war," considering that holding elections is "the most important task of his administration."

Meanwhile, Libya witnessed today a serious prisoner exchange under the supervision of the Joint Military Committee, or what is known as the 5+5 Committee. A report by Al-Arabiya channel indicated that the exchange took place on the coastal road, where a number of detainees were handed over.

On his part, the spokesman for the General Command of the Libyan Arab Armed Forces, Major General Ahmed Al-Mismari, said that the presence of mercenaries and foreign forces in the Libyan territories threatens peace, security, and the outcomes of the political dialogue.

He also warned of the possibility of using them to carry out a military escalation if the “Brotherhood” group fails and is defeated in the upcoming elections.
