As twelve countries are attending on Sunday the Berlin Conference on Libya, a draft of the upcoming Conference has been circulated. Ten foreign ministers discussed that draft in the past five months, according to the leaked document.
The final statement of the Berlin Conference on Libya will announce a cease-fire agreement, launch the political process and denounce foreign interference in Libya.
Egypt, the UAE, Algeria, Italy, Congo, Turkey and the five permanent members of the Security Council (US, UK, France, China and Russia) will take part in the conference hosted by Germany. Commander of the Libyan National Army Khalifa Haftar and Head of the Government of the National Accord (GNA) Fayez al-Sarraj will attend too.
Four international organizations will be represented too in the meeting; the United Nations, the League of the Arab States, the European Union and the African Union.
Sarraj urged the hosting country to invite Qatar and Tunisia, but the request was not approved.
According to the leaked draft, any breach to the cease-fire agreement will be subjected to the Security Council penalties.
Germany’s proposal for the Libyan crisis includes three paths as follow:
Military dimension
A cease-fire agreement will be announced and the concerned countries must refrain from intereference into Libya’s armed conflict. A ten-member committee will be formed to represent the Libyan military institution.
Haftar has the right to choose five members of the new committee.
Although the draft does not refer to mercenaries, terrorists and foreign military interference in Libya, Egypt and other countries will condemn this issue.
Earlier, Italian Prime Minister Giuseppe Conte announced his country’s willingness to send troops as a part of peace-keeping forces to Libya. His statements were denounced by the Chairman of the House of Representatives Aguila Saleh.
“Libya does not request a military help from Italy,” Saleh told SEE in exclusive remarks last week.
Libya has long history of colonialism with Italy and Turkey throughout the history.
Political Dimension
A 42-member committee shall be formed; 14 members from the parliament, 14 members from the Supreme State Council and other 14 members from other forces.
It’s circulated that figures of the old guard of the late Libyan Leader Muammar Gaddafi will take part in the future formed committees.
A neutral committee will be formed to prepare for drafting a new constitution for Libya.
The draft stresses necessity of resuming political process through ending the transitional stage via holding presidential and parliamentary elections.
Economic Dimension
Libyan sovereign economic institutions must enjoy full integrity; including the Central Bank, Investment Authority and National Oil Institution.
The Berlin Conference on Libya will announce beginning of reconstruction mechanism in damaged cities such as Benghazi, Derna, Sirte, Sabha and Tripoli.
