Brussels is set to finalize a defense pact with Ukraine's President Vladimir Zelensky on Thursday, according to a draft document seen by Reuters.

This agreement is designed to demonstrate the EU's enduring support for Kyiv amidst the ongoing conflict with Moscow.

Despite this support, Ukraine is not expected to join the EU or NATO in the near future.

Charles Fries, the French diplomat serving as the deputy secretary-general for Peace, Security, and Defense at the EU External Action Service, announced on social media that discussions on the joint security commitments between the EU and Ukraine have concluded.

He emphasized the EU's unwavering resolve to support Ukraine.

The draft agreement details the EU’s commitment to assist Kyiv in nine key areas of security and defense, including weapons deliveries, military training, demining, and defense industry cooperation.

Zelensky is expected to sign this agreement during an unannounced visit to the EU summit in Brussels.

While not a mutual defense pact, the agreement ensures the EU will provide Ukraine with necessary military support in the event of future invasions. It mandates immediate consultations and decisive actions within 24 hours if aggression occurs.

The pact does not specify the exact amount of future military aid but highlights the EU's existing €5 billion commitment to Ukraine's military for this year, with potential annual increases until 2027.

Similar agreements have already been established between Ukraine and the US, UK, France, and Germany, aimed at formalizing support amidst potential political changes.

This strategic pact will remain effective as Ukraine continues its European integration, with a review planned within the next decade.

The EU recently began formal negotiations for Ukraine's membership, with projections suggesting potential completion by 2030.
