Educ. Committee at HoR Cancels Fees on Artistic Works of U-21 Talents

The Education and Scientific Research Committee in the House of Representatives (HoR), during its meeting today chaired by Dr. Magda Bakry, the committees deputy-chair, agreed to amend the text of the first article of a draft law submitted by the government to amend some provisions of the Law on the Protection of Intellectual Property issued by Law No. (82) for the year 2002.

The article submitted by the government suggests to allow those under the age of 21 to restrict their artistic works, performances, and sound and radio recordings subject to the provisions of the aforementioned law, provided that this restriction is with a reduced fee of EGP100, instead of the current fee which is one thousand pounds for one entry.  But the committee decided to exempt students from this drawing.

Representative Amr Dweir, a member of HoR's Education and Scientific Research Committee, has proposed that students be excused from the fees for recording their works, performances, and audio and radio recordings.

He said in his speech during the meeting of the committee, that the impact of exempting the students on the state budget will not be so significant and will not affect deeply.

Dr. Bakry agreed with Dweir to ask the representative of the Ministry of Finance to clarify the extent to which the general budget was affected by this item. But Medhat Abdel Aziz Salem, representative of the Ministry of Finance, said at the meeting that the government adheres to the text of the article as it was received by the committee.

The draft law came to amend some provisions of the Law on Protection of Intellectual Property issued by Law No. 82 of 2002.

The amendment also included exempting people with special needs from this fee.
