Cyberattacks Surge Globally: List of Most Targeted Countries

Cyberattacks are no longer just technical incidents, they have become a global mirror reflecting power dynamics, geopolitical tensions, and economic vulnerabilities. 

In 2025, data from leading cybersecurity firms and threat intelligence platforms highlight the countries most exposed to digital assaults, with attackers targeting financial assets, critical infrastructure, and public trust simultaneously.

United States: The Top Global Target

The U.S. leads the world in cyber incidents, accounting for approximately 86% of reported cases in North America, according to IBM X-Force. With the largest digital economy and a vast infrastructure of corporations, banks, hospitals, universities, and critical facilities, the country is under continuous attack from at least 264 threat actors, including state-linked groups from China, Russia, North Korea, and Iran. Estimated financial losses from breaches reach billions of dollars annually.

Ukraine: War Moves to the Digital Realm

Ukraine ranks second, recording over 2,000 cyberattacks in 2025 alone. The conflict with Russia has extended beyond the battlefield to electricity grids, telecommunications, banks, and government institutions. Distributed denial-of-service (DDoS) attacks, destructive malware, and espionage have become daily tools in an ongoing campaign to destabilize the state and erode public trust.

Japan: Industrial Power Under Scrutiny

Japan accounted for 66% of cyber incidents in the Asia-Pacific region. Its highly digitized economy, extensive global supply chains in automotive, electronics, and advanced manufacturing sectors, makes Japanese firms prime targets for sophisticated espionage groups, often linked to China, North Korea, Russia, and Iran.

United Kingdom: Digital Economy in the Crosshairs

The U.K. experienced a surge in attacks, representing one-quarter of European cyber incidents. In just one quarter of 2024, over 100 million intrusion attempts were recorded. Banks, insurers, healthcare institutions, universities, and major brands faced widespread phishing and malware campaigns.

Brazil: Latin America’s Cyber Epicenter

Brazil accounted for 53% of cyberattacks in Latin America between 2024 and 2025. Widespread digital banking, e-commerce, and aging public infrastructure created fertile ground for ransomware, financial fraud, and politically motivated attacks.

India: Digital Expansion Outpaces Security

India experienced 12.4% of global malware attacks, fueled by rapid growth in smart cities, digital finance, and e-commerce. The country faces an increase in AI-driven phishing, ransomware, and targeted attacks against banks, government agencies, and cloud service providers.

Germany: Industrial Espionage Threatens Europe’s Largest Economy

Germany faces concentrated attacks on automotive, chemical, and heavy industries. These operations, often attributed to Russian and Chinese-linked groups, aim to steal intellectual property and disrupt supply chains, accounting for 18% of EU cyber incidents in 2025.

Poland: A Digital Frontline in Eastern Europe

Poland is the most targeted EU country by Russian-linked attackers, owing to its proximity to Ukraine and strong NATO ties. Authorities report between 20 and 50 attacks daily, targeting electricity grids, hospitals, water systems, and government and military institutions.
