Dr. Rania al-Mashat, Minister of International Cooperation, said that the Arab Republic of Egypt, led by President Abdel Fattah el-Sisi, is setting a model for the world to move from pledging to implementation and what can be done through national platforms to mobilize climate finance, after the national platform for green projects launched the program NWFE, which is an integrated and systematic modelling that promotes adaptation and mitigation efforts, stimulates the transition to a green economy, the implementation of the National Climate Change Strategy 2050, and the nationally determined contributions of NDCs.

This is a comment on the signing by the Arab Republic of Egypt of partnership agreements and letters of intent for the implementation of the national platform for green projects. "NWFE", during the event held in the Egyptian pavilion of the Blue Zone at the COP27, Held in Sharm el-Sheikh, as well as signing partnership agreements for the green transformation, Witnessed by Dr. Mostafa Madbouly, Prime Minister, in the presence of Ministers of Electricity, Renewable Energy, Transport, Environment, Agriculture, Land Reclamation, Water Resources, Irrigation and Deputy Minister of Housing and the heads of relevant international and regional financial institutions, namely the World Bank Group, the European Bank for Reconstruction and Development, the African Development Bank and other stakeholders.

The Mashat referred to President Abdelfattah el-Sisi's address to the Summit of Leaders at the Climate Conference, in which he referred to the NWFE program, saying: "The National Program for Investment in Water, Energy and Food Projects" NWFE "recently launched by Egypt may reflect this ambition and... Egypt's transformation towards a low-emission green economy in all areas today is a practical translation of our advocacy of the need for effective implementation on the ground. ", noting that Mr. President's speech reflects the continued support and national political will to implement the green transformation in Africa and the continuity of Egypt's climate and development efforts in tandem, in an effort to stimulate climate action at the national, regional and international levels.

The Minister of International Cooperation added that these projects achieve comprehensive development and are distributed in many areas in Egypt such as the Nile Valley, Delta, Suez Canal Region, etc. They are reflected in all sectors of society, especially small farmers and those most affected by the effects of climate change. Noting that food and water security projects such as desalination, the launch of early warning systems, the preparation of old agricultural areas to adapt to climate changes and the modernization of irrigation systems directly affect the standard of living and the ability of some 30 million citizens in the valley and delta to deal with the implications of climate changes for agriculture, livestock production and fisheries which are all important sources of living for these citizens.

The Minister of International Cooperation stressed that the international community and its actors in the field of climate action, international alliances and multilateral and bilateral development partners are fully aware of Egypt's efforts at the national and continental levels and see the national platform for green projects. A realistic model for moving from pledges to implementation, applying practically what developing countries and emerging economies must do to spur climate action efforts.

MASHAT stated: We have witnessed the signing of concessional development finance agreements for projects under the national platform program "NWFE" and "NWFE +", including $2 billion made available to the private sector to stimulate their participation in the infusion of investments with these vital projects In addition, partnership agreements have been signed for a number of green projects in the transport, housing, electricity and food security sectors worth $2.2 billion. They are all concessional, low-cost, long-repayment development funds and also include development grants, technical support and debt swaps. s development ", which stimulates mixed financing in Egypt and supports sustainable and inclusive development efforts.

The Minister of International Cooperation noted that these concessional development funds drive the implementation of the National Climate Change Strategy's five objectives, namely, sustainable economic growth and low-emission development in various sectors. Building resilience and resilience to climate change and mitigating the adverse impacts of climate change and improved governance and management of climate change work and improved climate finance infrastructure promoting scientific research, technology transfer, knowledge management and awareness to combat climate change.
