The billboard featured an expressive image that showed the president holding ice cream, and staring at a U.S. military helicopter at Kabul airport during the evacuation of Americans from the city.

The Afghan government fell as Taliban fighters seized control of the nation's capital city of Kabul, causing major trauma and panic all over the country.

Amid the turmoil, Republican members of Tennessee's congressional delegation were quick to blame the Biden administration.

Some, such as U.S. Sen. Marsha Blackburn, R-Tennessee, said things would have been different under former President Donald Trump's administration.

"It could have been avoided. The exit from Afghanistan should have been conditions-based," Blackburn told Fox News. "The steps that Secretary Pompeo and President Trump made were able to send the message, ‘If you cross us, there is a price to pay.'"
