Egypt–Europe Relations in 2025: A Year of Comprehensive Strategic Partnership

Egypt and the European Union marked 2025 as a milestone year in their relations, inaugurating a new phase of a comprehensive strategic partnership, the Ministry of Foreign Affairs said in a statement on Tuesday.

The ministry noted that the shift came in line with directives from President Abdel Fattah El-Sisi to strengthen the pillars of national security and energize Egypt’s foreign policy outreach. The year was capped by the first-ever Egypt–EU Summit, held in Brussels in October, which brought together President El-Sisi and EU leaders in what officials described as a turning point in bilateral ties.

The summit reflected strong European appreciation for Egypt’s pivotal regional role and resulted in the signing of a broad package of agreements across key sectors. Among the highlights was Egypt’s accession to the “Horizon Europe” research and innovation program, alongside the convening of a high-level investment forum that reinforced Egypt’s standing as a strategic partner for Europe.

Throughout 2025, Egypt intensified its engagement with European partners through a multi-track strategy, leading to a notable uptick in high-level exchanges and coordination. A total of 42 senior-level visits took place between Egypt and European countries, involving heads of state and government and foreign ministers, underscoring the centrality of Egypt–Europe relations. In parallel, Egypt held 13 rounds of political consultations with various European states, providing platforms to exchange views on regional and international security issues and to present Egypt’s perspectives.

The year also saw the elevation of bilateral relations with several European countries—including France, Spain and Greece—to the level of strategic partnership. A series of qualitative agreements were signed across multiple fields, notably on migration. As a practical translation of this closer cooperation, five sessions of joint economic committees and business councils were convened, contributing positively to trade, investment and broader economic ties.

At the Euro-Mediterranean level, and in continuation of Egypt’s regional leadership role, Cairo played an active part in shaping the Mediterranean Charter from its initial consultative phase through to its official launch at the Barcelona Process ministerial meeting in November. 

Egypt is currently preparing its contribution to the charter’s action plan to ensure its objectives are translated into outcomes aligned with national priorities, the ministry said.
