Egypt's Minister of Irrigation and Water Resources Mohamed Abdel-Aty said on Monday he had received official notice from his Ethiopian counterpart, Seleshi Bekele, informing him of the start of the second filling of the Grand Ethiopian Renaissance Dam (GERD).

Aty sent an official letter to his Ethiopian counterpart voicing rejection of Ethiopia's unilateral act to start filling the GERD's reservoir as a flagrant violation of the 2015 DoP.

In a statement, the Ministry of Irrigation stated this measure is regarded as a threat to regional stability.

"It is a violation of international laws and norms that govern projects built on the common basins of international rivers including the Nile River, whose resources are regulated by agreements and charters that obligate Ethiopia to respect Egypt’s rights and water interests and prevent harm to it," the statement continued.

The statement added The U.N. Security Council will discuss the issue on Thursday, and Abdel Aty had written to the council to inform it of the latest developments.

On Sunday, Foreign minister Sameh Shoukry headed to New York in the framework of preparing for the session that the Security Council scheduled to hold on the GERD due to Egypt and Sudan’s request.
