China Unveils Three-Year Strategy to Elevate Industrial Internet Infrastructure and Digital Growth

China’s Ministry of Industry and Information Technology (MIIT) has introduced a comprehensive roadmap spanning 2026 to 2028, designed to modernize the nation’s industrial internet landscape. The initiative is a key part of China's broader goal to advance "new industrialization" and foster innovative, high-quality manufacturing capabilities, Xinhua reported.

Expanding the Digital Network By the conclusion of 2028, China aims to expand its network of influential industrial internet platforms to more than 450, up from the current count of approximately 340. The plan also targets a significant increase in connectivity, aiming to link over 120 million industrial devices to these central hubs. This expansion is expected to drive the platform penetration rate across the sector beyond 55 percent.

Core Objectives and AI Integration Industrial internet platforms are vital for consolidating massive datasets and developing advanced industrial models. The MIIT’s strategy prioritizes three specific areas:

Diverse Platform Growth: Encouraging variety and specialization among service providers.

AI Empowerment: Boosting investment in high-quality data, industrial-specific large language models, and intelligent agents.

Real-World Application: Focusing on practical, "scene-based" uses within factories and supply chains.

The government is urging tech firms to leverage China’s vast data reserves to create a competitive edge in the global shift toward intelligent manufacturing.

Strategic Initiatives The action plan outlines four main pillars to achieve these goals:

A Tiered System: Developing a four-level hierarchy of platforms, ranging from foundational services to comprehensive industrial ecosystems.

Data Intelligence: Aggregating data to refine and improve industrial AI.

Widespread Adoption: Pushing for large-scale implementation across various manufacturing sectors.

Ecosystem Support: Strengthening the overall industrial environment to support digital growth.

To encourage smaller businesses to join the digital transition, the ministry also expressed support for flexible payment models, including subscription-based and "pay-after-use" services. This three-year push signals China's commitment to maintaining its position at the forefront of the global digital and industrial revolution.
