This cooperation will cover key areas such as semiconductor production and artificial intelligence.
Biden is currently considering a visit to Vietnam next September. The primary objective of this visit will be to participate in discussions centered around the proposed Strategic Partnership Agreement.
At a meeting in April, Vietnamese Prime Minister Pham Minh Chinh and US Secretary of State Anthony Blinken expressed a desire to deepen ties as Washington seeks to deepen ties with partners in Asia to counter an increasingly assertive China.
The officials did not say what the close relationship might entail, but experts say it could include increased military cooperation and US arms supplies.
