“Nazarbayevism”.. Theory of Setting Up New Modern Country

The 50th annual Cairo International Book Fair has already opened on Tuesday and will run till 5 February, featuring 1,273 publishers from 35 countries.

For the first time, the fair is taking place in the outer suburbs of the city. One of the major topics in the fair revolves around the book “Nazarbayev’s” theory”, the charisma of the dreamer revolutionist, and can be found on the General Egyptian Book Organization (GEBO) pavilion; it was written by Dr. Abdulrahim Abdulwahid.

The book formulates a theory about the president of Kazakhstan who is called the “dreamer revolutionist” describing him as “George Washington” of Kazakhstan.

He acquired many nicknames; he advanced this theory and applied it to raise his country from under zero level to a comprehensive renaissance. He became, with his theory, an excellent model to be emulated by any developing country. This is Nursultan Nazarbayev the leader of Kazakhstan, the engineer of its renaissance and the figure behind the country's march of progress.

The book says that: "The words in dictionaries may be incapable of describing the Kazakhstani condition, but in the dictionaries of achievement, the condition looks different and the experience is not described with words because it produced new linguistic and practical vocabularies imposed by reality."

The picture doesn’t lie, and this justifies the saying of its engineer and president. When he was asked, “Why a statute hasn’t been made for you yet? He replied: “I prefer that people say: Why a statute hasn’t been made for this man instead of saying: For whom this statue has been made? This is a vivid picture for the intellect of this leader embodied by work on the land of reality which means: Work is the best expression and the best thing which may speak about the man or the state.

The author of the book said: "Here we can say that Kazakhstan is the icon of work and results which are confirmed by the reality of the situation in this country which is located in the middle of Asia."

Speaking about the Kazakhstani experience is not completed without searching for the relationship between the country and its leadership. They are in a state of a common fusion. The Kazakhstani president proved that he is a milestone in the history of his state at which time we must reflect with study and meditation, and this is according to many international standards in the sustainable development which contributed in achieving a comprehensive developmental renaissance within 27 years.

If we can say that Ibn Khaldun represented a turning point in writing human history and that Dante shook the human intellect in Europe, Nazarbayev surprised the world with his realism and his will in producing a new history for his state and his people and returning its past glories."

This book provides a futuristic political and philosophical theory and even lessons to be learned by all developing states in the fields of economy, human development, education, technological progress, and health.

This also forms a new theory which we deem necessary for all decision-makers in the stage of building a modern state and laying down the bases of its launching towards renaissance and progress.

Its leader succeeded in building a road to catch up with the developed states via establishing the concepts of the emerging state especially via a strategic adoption in 2030 and 2050, and establishing a civilized civil state which is viable and capable of evolving through bringing up the generations on logical and real mental bases.

Through the lines of this book, we will address, by conducting a research on the “Nazarbayev’s theory with all its details, dimensions, impacts, rules and achievements on the ground while providing and demonstrating the political intellect and the most important intellectual contributions of the Kazakh president especially after the collapse of the Soviet Union. Hence, introducing a new theory which emerged from the womb of the Communist era 27 years ago.

The favor of deepening the relationship between Kazakhstan and renaissance, history and civilization is attributed to Nazarbayev’s theory, where the Kazakh president used philosophy, intellect, renaissance, enlightenment, modernity, progress, and the scientific, industrial and technological revolution and laid down a state which has institutions and a well-established, discreet and strong culture and even made it a global social, cultural, scientific, service, health, and economic model.

Kazakhstan could achieve what may be called “Kazakh developmental miracle” and turning from a developing state to the rank of the developed states by 2050 while its president still dreams about his country to develop further whenever he achieves one of his dreams.

Here we see that it is necessary to differentiate between the theories which depend on experimentation i.e. adopt their sayings through extrapolation of reality, act and getting excited with it and the value theories derived from the abstract values separated from reality.

The first one is the real scientific theory which stands on an equal footing with the theories in the natural and mathematical sciences.

In fact, if we talk about Kazakhstan or its president, we must talk about both of them together, the man and the state or the state and the man. They are in a state of complete fusion. His personality reflected on the state in which he grew up, took and gave from it and to it and being affected by it and being affected by him. As for my role as a writer, it is to document all of this by looking at his efforts and achievements.

He relied on one thing only in all of this which is building the Kazakh man to lead the march of development. Not only did he bet on the potentials of his country, its natural resources or its wealth or on the assistance of the other states, but also he bet on the ability of man to build and develop sincerely. I think that he summoned his person, intellect, and patriotism in this. So, he got out from his own people what he would do himself and he won the bet.

The book describes the Nazarbayev’s theory by saying that it addresses the leader’s method and the way in combining authenticity and modernity which was done with a unique mixture and finite craftsmanship.

Here, we are not talking about authenticity with its far or historical concept but we are talking about a simple statement which became recently independent from the old Soviet Union with a burdened legacy as it inherited a huge quantity of strategic, bureaucratic and isolationist problems, poverty and marginalization which turned soon to a complete progress and modernization, laying a foundation for prosperous future.

He benefited from the Soviet experience incommensurate with his vision of his nascent state and he added to it the European experience without prejudice to the ancient history and heritage of his nation. This is the impossible equation which he was capable aptly to achieve and start the journey of a thousand miles.

We will address through the chapters and sections of the Nazarbayev’s theory the manner of the success of the policy of this leader in promoting the economic status of the Kazakh people, increasing the national income, enhancing the standard of living, raising the economic growth’s indicators, the administrative, political and educational work and even the international and global field.

Looking at his nearest competitors geographically: the Asian tigers states or the giant China, which had the precedence and priority of independence or working under the umbrella of the free economy unlike the Soviet Union or the macroeconomics, he became competitive with these states as a bet horse, and through great efforts, he catapulted his state to one of the best fifty states in terms of economy in the world, and even competes on the long term on the future of 2050 inspiring a developmental and modern principles and exploiting all the resources of his country the most important of which is human being.

By taking about the Nazarbayev’s theory, we reflect on the intellect of the leader and the owner of the theory and his political doctrine bearing in mind his upbringing, raising and political work before and after independence and his way in managing the affairs of his state in the shadow of historical and political advancements especially after it was a part of a disjointed empire which was no more than a test field for it or a storage of natural and nuclear wealth till it became under his leadership among the states of regional and international status.

In short, it may be said that the owner of the Nazarbayev’s theory is a man who achieved the difficult equation: a Kazakh citizen + wrestler + engineer + politician = a patriot statesman from the first class who laid down the foundations of an advanced state whose slogan is modernization with authenticity and speed with quality.

Thus, the pages of this book are not just a descriptive narration about Kazakhstan, but we will try as much as possible to make it an interpretation of an equation to the effect that man is the state and the first one’s potentials are unlimited to the sense that the state’s potentials are unlimited if it is a part of man and he is a part of it. From here came the bet of the leader on the Kazakh man who built with his shoulders a state whose experience and the theory of its leader deserves to be conveyed and reviewed by me.
