President Abdel Fattah El-Sisi affirmed that Egypt is seeking to reach a binding legal agreement for the second filling of the Grand Ethiopian Renaissance Dam (GERD), noting that negotiations with Ethiopia should not continue indefinitely forever.
According to a video published by the Egyptian presidency, Sisi said during a luncheon in honor of Egypt's guests following the opening of the July 3 naval base in Gargoub, that "the Egyptian state appreciates and understands the development requirements in Ethiopia, but not at the expense of Egyptians."

He added that "Egypt is seeking to reach a binding legal agreement in accordance with international norms and constants, and negotiations with Ethiopia should not continue forever."
The president pointed out that "Egypt has not threatened anyone throughout history, despite its military power, a small part of which appeared in the Qader 2021 military drill."
