The Saudi Shura Council approved, by majority, the draft amendment to the flag, emblem, and national anthem system, submitted to the council in accordance with Article 23 of its system by member Saad bin Soleib Al-Otaibi, according to the newspaper "Sabq".

According to the Saudi electronic newspaper, Sabq, "the idea of amending the science system, which has been around for nearly 50 years, came with the aim of keeping pace with the great movement that the Kingdom has witnessed in recent years in reviewing and developing many systems and legislative texts supporting the goals and initiatives of the Kingdom's Vision 2030."

The Saudi newspaper pointed out that "there arose the need to fill the legislative void regarding the absence of a system that defines the state anthem and separates the provisions related to it as an important requirement stipulated by the Basic Law of Governance in Article 4 of it, as well as the need to set the determinants and controls for the use of the state emblem, and to determine the penalties that apply in the event of a violation."
